अधिकारो को उसको व. रता के लिए पुलिस पदक सहर्ष प्रदान करते हैं :..

सेवाओं का विवरण जिनके लिए पदक प्रदान किया गया ।
. 27 फरवर , 1983, को गांव बेला को घाटियों में एक अपहृत बच्चे
के साथ डाकू बाबू के गिरोह की उपस्थिति के बारे में सूचना प्राप्त हुई ।श्रय
करण सिंह , पुलिस उप निर क्षक , ने 3 अन्य उप निर क्षकों, पी० ए० सी०
के एक कम्पनी कमांडर , 8 कांस्टेबलों और पो ० ए ० स० के जवानों के 10
सेक्शन के समिति बल के साथ गिरोह को गिरफ्तार करने का निर्णय किया ।
उन्होंने अलग-अलग त न दिशाओं से घेरने के लिए बल को त न दलों में
बांट दिया । वे पहले दल के प्रभार थे । इ दल को मुखबिर उ२ स्थान पर
ले गया , जहां गिरोह विश्राम कर रहा था । श्रः जयकरग हि रेंगकर गये
और उन्होंने देखा कि गिरोह न चे भूमि पर विश्राम कर रहा है । उन्होंने
चुपके से अपने दल को एकत्र किया और खुद एक ऊंचेट ले परमोर्चा लगाया
जहां से वेगिरोह को देख र:कते थे । उन्होंने गिर ह को पुलिस के सामने -
आत्मसमर्पण करने की चेतावनः दो । इसके विपर त डाकुओं ने उनक प्रोर
गोलियां चलाईं लेकिन गोलियां उनवे नहीं लग और वे बच गए । वे तुरन्त
टीले की चोटी पर चढ़ गए और डाकुओं पर गोल चलाई । पुलिस दल और
डाकुओं के बीच मुश्किल से 35 गज का दूर। थी । श्रः जयकरण सिंह ने अन्य
पुलिस दलों को भी संकेत दिया । दूसरे दल के नेता ने संकेत पर कार्रवाई की
और उत्तर की ओर से गिरोह पर गोल: चलानी शुरू कर दी जबकि पहले
दल ने पूर्ण और उत्तर पूर्व की ओर से उन्हें घेरे रखा । तीसरे दल ने
पश्चिम की ओर से गिरोह पर गोल चलाई । पुलिस दलों और डाकुओं के
गिरोह के बीच भ षण रूप से गोल . चलाई गई । 11 घण्टे लगातार गोला
बारी हुई । सवेरे और अधिक प्रकाश हो गया था । पुलिस दल को एक
नाले से चंखें सुनाई दीं । यह अपहृत बच्चा था जो पुलिस दल को गोलाबारो
रोकने के लिए चिल्ला कर कह रहा था क्योंकि गिरोह के सभी 7 सदस्यों
को गोलियां लग चुकी थी और मारे गए थे । इस प्रकार बाबू डाकू का समस्त
गिरोह समाप्त हो गया था । अपहृत बच्चे को भी पुलिस ने बचा लिया । घटना
स्थल से कारखाने में बन तन वन्दूकें , . 315 बोर को त. न राइफलें और एक
सो० एम०, . 12 बोर गन तथा 75 चले हुए कारतूस और 20 रौंद बरामद किए
गए ।
इस मुठभेड़ में , श्री जयकरण सिंह, पुलिस उप निरीक्षक , ने उत्कृष्ट व .रता,
साहस और उच्चकोटि का कर्तव्यपरायणता का परिचय दिया ।

3गस्त, 1981 को सूचना मिलः कि सामाजिक तत्वों का एक सशस्त्र
गिरोह जो विनिताराधों के लिए जिम्मेवार था , उत्तरों आर्कोट जिले के
नयार क . पहाड़ियों में देखा गया है । श्र वाल्टर इशाक् देवाराम , पुलिस
उप- महानिरक्षक एक पुलि : दस के साथ जिसमें एक निर. क्षक , तन उप निरीक्षक ,
छः कास्टेबल तथा 2 लो : नायक थे, घटना स्थल की ओर रवाना हुए । जब
पुलिस का ज. अबूर से 23 . 5 कि , म : दूर थीं , श्री देवाराम ने देखा कि
सड़क बड़े बड़े पत्थर रख कर बन्द को गया है । उन्हें गड़बड़ो का अन्देशा
हुना और उन्होंने जोप में मार जवानों को न चे कूदने और आड़ में होने का
आदेश दिया । जेहा, पुलिदाहता, आगे वाला जाप पर गोलियों को
भार। बौछार होने लगः । रात के घोर अंधेरे के कारण गिरोह को स्थिति ...
और संखया का अन्दामा लगाना सम्भव नहीं था । फिर भो , आक्रमणकारियों . .
को बन्दूकों से चल गोलियों क चमक का लाभ उठाते हुए, उन्होंने मोटे तौर पर ..
स्थिति का जायजा लिया और निरक्षक आर . एन . पुरुषोत्तमन तथा उप
निरक्षक ए . पन्नर सेल्लन तया के एन सुधाकरन को मोर्चा सम्भालने
और आक्रमणकारियों पर गोल चलाते रहने का निदेश दिया ताकि वे बचकर
घात के स्थान के बायीं ओर न भाग सकें । उन्होंने स्वयं दायें किनारे पर स्थिति
सम्भालः, उनके पाछे उप-निर. क्षक अशोक कुमार थे । गोली चलाने के
अतिरिक्त, अकरकारियों ने पत्थरों से खड़ा को गयो रुकावट के पोछे से
देसा बम भः फैो । बन्दूकों की लड़ाई लगभग आधे घण्टे तक चलो । परन्तु
आक्रमणकार। गोला-बार! के दौरान तन मृत साथियों को छोड़कर भाग

लिए दिया जा रहा है तथा फलस्वरूप नियम 5 के अन्तर्गत विशेष स्व कृत भत्ता
भी दिनांक 27 फरवरी 1983 से दिया जाएगा ।

वीरता के लिए " कोति चक्र प्रदान करने का सहर्ष अनुमोदन करते
उस क्षेत्र के एक निष्ठ वाग सामाजिक कार्यकर्ता श्री बंदू नि भी
उनके पीछे दौड़े । " डो " ब्लाक गोकल पुरी पहुंचने पर उनमें से एक
अपराधों पीछे मुड़ा और उसने पीछे पा रहे लोगों और पुलिस को
धमकी दी । उसको मकियों की परवाह न करके श्री बंदू खान ने
अपराधी मोहम्मद अइसन को पकड़ने के लिए आगे छलांग लगाई ।
अपराधो ने खतरा अनुभव करते हुए गोली चला दी जो श्री बंदू खान
के सिर में लगी और उसी दिन अस्मताल में श्री बंदू खान की मृत्यु
हो गई । सहायक उप निरीक्षक चन्द्र पाल सिंह ने अपराधी का पीछा
किया और उसे पकड़ लिया । इस अपराधी से पूछताछ करने पर तीन
और अपराधियों को गिरफतार करने में सहायता मिली ।
. इस प्रकार श्री बंदू खान ने उष्ट साहस और उच्च कोटि की जन
सेवा का परिचय दिया जिसके कारण दुख्यात अपराधियों को गिरफ्तार
किया जा सका ।

2 दिसम्बर, 1984 को राइ पलमैन गोपाल चन्द उस विशेष गश्ती
दल में सबसे प्रमुख थे जिसे एक मीमा चौकी के रास्ते में छिपे नागा
विद्रोहियों का सफाया करने के लिए भेजा गया थः । नागा विद्रोहियों
ने सीमा चौको क्षेत्र में दो संधी चट्टानों पर किलेबदी की हुई थी
और लगभग 1 1 0 0 गज की दूरी पर घात लगाए बैठे थे । विद्रोहियों
ने रास्ते में सुरंग बिछाई हुई थी और वे सभी रास्तों पर स्वचालित
हथियारों से लैस बैठे थे । ज्योंहो राइफल्समैन गोपाल चन्द घात वाले
स्थान के पास पहुंचे, गश्ती दल पर गोलियों की बौछार शुरू हो गई ।
अपनी जान को बिल्कुल भी परवाह न करते हुए राइफलमैन गोपाल चन्द
ने विद्रोहियों पर धवा बोल दिया । यह कार्रवाई करते समय जब वे
एक रंग पर रुके तो उसके फलस्वार इनकी दोनों टांगे बारद से उड़
गः । उनी टांगों से काफी खा वह जाने पर भी बहादुर राइफलमैन
गोपाल चन्द अपने आपको घसटते रहे और विद्रोहियों को घात स्थान
से नीचे न पाने देने और अपने दल को खतरे से बचाने के लिए निरन्तर
गोलीबारी करते रहे । वीरगति प्राप्त होने तक वे अपने शौर्य का प्रदर्शन
करते रहे ।

31 मार्च , 1984 को दोपहर लगभग 12 . 30 बजे पांच सशस्त्र
लुटेरे यमुना विहार, दिल्ली में श्री आई० सी० गोयल के मकान में घुसे ।
उन्होंने श्री गोयल , जो उस समय अपने घर पर ही थे, से सभी मुल्यवान
वस्तुएं उन्हें सौंपने को कहा । श्री गोयल ने एक लुटेरे को दबोच लिया ।
लेकिन दूसरे लुटेरे ने श्री गोयल को बड़ी निर्दयता से पिटाई की । श्री
गोयल को लड़को को सहायता के लिए चिल्लाने को श्रादाज सुनकर
मोहल्ले के लोग पा गए और उन्होंने लुटेरों का पीछा किया । इसी
दौरान पुलिस मौके पर पहुंच गई और अपराधियों का पीछा किया ।
___ इस प्रकार राइफलमैन गोपाल चन्द ने उत्कृष्ट शौर्य, अदम्य साहस ,
अद्भुत. दढ़ संकल्प , प्रति असाधारण कोटि की : कर्त्तव्य परायणता और
सेना की उच्चतम परम्पराओं के लिए अपने प्राणों की आहुति दे दी ।
3. मेजर जय बहु गुणः ( आई०सं०-- 2 5182) , ( मरणोपरान्त )
सेना मेडल , वि० से ० मे०, ( इंजीनियर्स )
. . ( पुरस्कार की प्रभावी तिथि : 7 अक्तूबर 1935 )
मेजर जय बहुगुणा, सेना एवरेस्ट अभियान , 1985 के उपनेता थे ।
उन्हें प्रथम शिविर तथा दितीय शिविर के बीच का रास्ता ठक करने
की जिम्देदारी सौंपी गई थी जिसे उन्होंने दिन के रिकार्ड समय में
रेखांकित कर दिया । बाद में उन्होंने रास्ता बनाना शुरू किया और 20
से 23 सितम्बर तक के तीन दिनों में तृतीय शिविर तथाः चतुर्थ शिविर
स्थापित कर दिया । इस प्रकार अभियान दल और तेजी से आगे बढ़ने
लगा ।
मेजर बहुगुण। द्वितीय पर्वतारोहण दल के नेता थे । इस दल ने
7 अक्तूबर , 1935 को माऊंट एवरेस्ट पर चढ़ते समय प्रथम पर्वतारोहण
बल को सहायता प्रदान करनी थी । दुर्भाग्यवश पर फिसल जाने से 7
अक्तूबर , 1985 को मेजर किरण इन्द्र कुमार की मृत्यु हो गई जो
दक्षिणो मार्ग का मार्ग निशन कर रहे थे । उसके बाद वह काम भी
मेगर बहुगुणा ने संभला । 8, 9 और 10 अक्तूबर , 1985 को एवरेस्ट
क्षेत्र के बहुत ही खराब मौसम में अपने बीमार साथियों · और अन्य
सदस्यों को दक्षिणो मार्ग से नीचे वापस लाने का प्रयास किया लेकिन
सफल नहीं रहे । उन्होंने निचले शिविरों में वापस पाने से इंकार कर

दिया और 11 अक्तूबर, 1935 को प्रतिकूल वातावरण में वर जन गई थी जिसके परिणामस्वरूप 19 फरवरी, 1984 को कश्मीर
गति प्राप्त करने तक अपने बीमार रस्सो पकड़ने वाले साथियों के साथ छटो का संपर्क शेष भारत से पूरी तरह कट गया थ : । आँपरेटर जालम

19 फरवरी, 1984 को साढ़े ग्यारह बजे जब ये बर्फ हटा रहे थे तब

बर्फ हटाने वाली दो मशीनें सारी हिमस्खलन के नीचे दब गई । श्री

जालम सिह ने हिम्मत बटोरो तथा छातो तक ऊंची बर्फ में से चल कर
उस जगह तक पहुंच गए, जहां रोल्वा मशीनें दबी पड़ी थीं और अपने
हवलदार इन्द्र बहादुर गुरंग सेना एवरेस्ट अभियान 1985 के प्रमुख इंचार्ज और अन्य दो प्रचालकों को बर्फ से निकाला । बची हुई एक
पर्वतारोहियों में थे । ये उन पर्वतारोहण दलों के सदस्य भी थे जो खराब मात्र मशीन से इन्होंने बर्फ हटाने का काम जारी रखा । इस कार्य में
मौसम में 28, 700 फुट पर दक्षिण शिखर और 27, 600 फुट पर इन्हें कई सक्रिय हिम -स्खलनों , खराब मौसम , 90 से 100 कि०मी०
शिखर कैम्प तक पहुँचे । 11 अक्तूबर, 1986 को इन्हें केम्प से साउथ प्रति घंटे की रफतार से चलने वाले तेज बर्फीले अंधड़ों और शून्य से
कौल तक रास्ता बनाने का काम सौंपा गया । एक राब मौसम और बानी 9 डिग्री से नीचे तापमान का सामना करना पड़ा और अन्त में 23
तूफान के कारण चुनौतीपूर्ण , दुस्साध्य और विषम परिस्थितियों में ये जनवरी, 1984 को इन्होंने दक्षिण जवाहर सुरंग तक की सड़क को
अपने साथियों के पास पहुंचने में सफल हुए । इन्होंने शाम के समय यातायात के लिए खोलने में कामयाबी हासिल की ।
साउथ कौल से लेफ्टिनेंट एम०यू०बी० राव को बचाने का प्रयास किया
इस प्रकार श्री जालम सिह ने बहुत ही खराब मौसम में साहस
परन्तुं इनके अथक प्रयासों के बावजूद लेफ्टिनेंट राव की मत्यु हो गई ।
और उच्चकोटि की कर्तव्य परायणता का परिचय दिया ।
इस प्रकार हवलदार इन्द्र बहादुर गुरू ग ने उत्कृष्ट वीरता और

1. श्री परम सिंह ठाकुर,
मोटर अभियान के सदस्य थे । यह अभियान बर्फीले , निर्जन स्थानों ,
- मध्य प्रदेश ।
ऊंचे पर्वतों को तंग धाटियों और 15 से अधिक पहाड़ी दरों को पार
( पुरस्कार की प्रभावी तिथि : 3 जून 10 3 2 )
करते हुए पूरा हुआ जिसमें इस दल को शून्य से भी कम तापमान वाले
3 जून , 1982 को रात के लगभग 10 . 30 बजे मध्य प्रदेश में क्षेत्र में चट्टानों से टकराती हुई तेज बर्फीली हवाओं और तूफानों का
सागरजिले के कोठोरा गांव में श्री परम सिंह के मकान पर पाठ सशस्त्र . .. सामना करना पड़ा । 28 फरवरी, 1984 को इस अभियान दल की
डाकू. ओं के गिरोह ने वा बोल दिया । श्री परम सिंह उस समय घर एक गाड़ो दुवंटनाग्रस्त हो गई और 1000 मीटर से अधिक ऊंची
में नहीं थे और जब इन्होंने अपने भइयों और पड़ोसियों से डाके के चट्टान से नीचे गिर गई । फ्लाइट लेफ्टिनेंट अपराजित हताहतों की
बारे में सुना तो ये मकान को और तेजी से दौड़े । ये क्या देखते है . तलाश करने के लिए उस खड़ी चट्टान से रस्से के सहारे नीचे उतरे,
कि एक डाक घर के सामने खड़ा है और सबको भर भीत किए हुए है । जहां तंग घाटी सघन झाड़- झंखाड़ से ढकी हुई थी । ये वहां से एक
डाक हरा चेतावनी देने पर भी ये उस पर केवल लाठी से ही टूट पड़े । ऐसे सदस्य को ढूंढ निकालने में सफल हुए जिसे बहुत चोटें आई हुई थीं ।
डाक ने इन पर गोली दागी । लेकिन श्री परम सिंह एकदम नीचे बैठ अपने मुंह से घायल के मुंह में श्वास देने की कृत्रिम श्वास प्रत्रिया के
गए और फिर आगे बने तथा अपने आदमियों को डाकुओं का पहा बाद उसे तुरन्त चिकित्सा सहायता देने के लिए ये एक डाक्टर को लाए
करने के लिए कहा । इस साहसिक चुनीती मे डावूओं के होंसले पस्त और फिर उस घायल को काफी दूर तक अपनी पीठ पर लाद कर ले
हो गए और उन्होंने घर से निकल कर भागना शुरू कर दिया । गांव गए । जब ये आखिरी खड़ी चट्टान पर चढ़ रहे थे तभी रस्सा हाथ से
वालों ने श्री परम सिंह के नेतृत्व में उनका पीछा किया ।
छुट गया और ग्रे 100 फुट से अधिक नीचे की ओर फिसल गए किन्तु
. . उनमें से एक डाकू ने श्री परम सिंह पर दुबारा गोली चला दी ।
बाल -बाल बच गर । लेकिन इन्होंने बड़ी ढ़ता से उस घायल को पकड़े
इनके घटने में एक गोली लगी जिसके कारण काफी खून बहना शुरू
रखा और उसे सुरक्षित सड़क तक पहुंचाने में सफल हुए ।
हो गया और इनके लिए चलना- फिरना कठिन हो गया । इससे पहले - इस प्रकार फ्लाइट लेफ्टिनेंट सतीश पुरषोत्तम अपराजित ने अदम्य
कि डाक फिर से गोल : चला सके , इन्होंने डाक के सिर में तेजी से साहस , दलनिष्ठा और निस्वार्थ सेवा - भाव का परिचय दिया ।

4. 40 444969 कम्पनी हवलदार मेजर प्रताप सिंह ,
जो कि एक बैटरो थामे हुए था । इसके बाद वहां अंधेरा हो गया ।

श्री परम सिंह ने लाठी को जबरदस्त चोट मारकर एक अन्य डाकू को
भो निहत्व कर दिया । इससे डाकुओं का मनोबल पूरी तरह टूट गया

और वे बचकर भाग निकले । एक घयल डाकू को पकड़ लिया गया
8 मार्च, 1984 को मिजो राष्ट्रीय मोच के विद्रोही घुसपैठियों को
पार उससे एक बंदुक और कारतूसों की पेटी बरामद हुई । लेकिन बाद
बंगला देश से मिजोरम दाखिल होने से रोकने के लिए कार्रवाई की
में उस डाक की मला हो गई ।

, हो गया ।
इस प्रकार श्री गोविन्द राम ने उत्कृष्ट कार्य कौश , माहस, पलता
और उच्चकोटि की कर्तव्यपरायणता का परिचय दिया ।

चला की जिम्मे श्री गोयल गंभीर रुप से घायल हो गा. पोर मान
सविता को भी चोटें आई । सब पांचों लटेरे घर में मारा गा घर
विभिन्न दिशाओं में भागने तरो । जी तरह घायल होने पर भी पु मारी
सविता ने उनका कुछ दूर तक पीछा किया और मदद के लिए जोर -जोर

गाड़ो मैकेनिक नायक राम कुमार मिश्र अपने घर गांव खुसरूपत्ती,
जिला मेदेपुर ( सहरमा ) , बिहार में सालाना छुट्टी पर थे । इस दौरान
7 अप्रैल , 1984 की रात को पूछ हारमो ने उसके गांछ FEET
किया । नायक राम कुमार के पास कोई हथियार नहीं था , फिर भी ,
अपनी जान की परवाह किए बिना घे तुरन्त अपने पड़ोसी साजियम
सा को बचाने के लिए दौड़े । उन्होंने दो कुमों को दबोच लिया और
उन्हें सोचे गिरा दिया । जब पो गानों को प्राय गक समकी गिरफ्त
से न छुा नके तो एक ने उन पर गोली चला दी जिससे नायक राम
कुमार मिश्र की मृत्यु हो गई ।
इस प्रकार नायक गम कुमार मिश्र ने उत्कृष्ट दीरता और च

सुभेदार मोहन सिंह गोरखाः रिज की रक्षा चौकी पर सीखना
प्रापरेटर की हरटी पर तैनात किए गए थे । 11 मई , 1950 को ।
उसकी यूनिट के नायक राम सिंह पैर फिसलने की यजह से सुरग विछे
क्षेत्र में गिर पड़े अाँ सुरंग से उनकी दाहिनी टांग कट गई । नायक
सम मिह सुरंग बिछ क्षेत्र में पड़े हुए थे और उनके पात्र की
तेजी से खून बह रहा था । कोई भी उम खतरनाक सगदि६८ में
जाने के लिए तैयार नहीं था । शुटेदार मोहन सिंह रछा से सारा बड़े
और उन्होंने तीन अन्य रैकों को भी अपने साथ चलने के लिए तैयार
किया । अपने दल को बाहर छोडकर वे बड़ी बहादुरी के साथ मुग
विध क्षेत्र में घस गए और नायक राम सिंह को उफर सुरंग से
याहर एक पट्टान पर ले आए । बाद में नायक राम सिह का दाहिना
पर काट दिया गया लेकिन उनकी जान बचा ली गई । ।

परवाह किए बिना आतंकवादियों के छपने के मंदिग्ध स्थगों को हँद . मणिपुर के कशाय क्षेत्र में कमांडर, कैप्टन अरविंद कुमार सिन्हा को
निकालन में सबसे प्रारो रहे और एक बार जब क मकान की छत से विद्रोहियों के भूमिगत छिपने के स्थान का पता लगाने और उन्हें पकड़ने
गश्ती दल पर स्वचालित हथियारों से फयर किया गया तो राह फलमैन का काम सौंपा गया था । इन्होंने अत्यंत सावधानी से कार्रवाई की योजना
देवेन्द्र प्रसाद ने प्रानकवादियों के जोरदार फायर के श्रीच उस मकान बनाई और 12 जून, 1984 को 06 00 बजे गश्ती दल के साथ अपने
के मुख्य दरवाजे को ओर दौड़कर इस इरादे से उसे तोड़ कर खोलना निर्धारित कार्य पर रवाना हो गए । ऊबड़ - खाबड़ जंगली रास्ते से होता
चाहा कि छत पर पहंच कर अातंकवादियों को पकड़ लिया जाए । लेकिन हुप्रा बिना किसी को पहचान में पाए गश्ती दल 090 (0 बजे कशाय
इस बीच साथ वाली छत की दीवार के पीछे छिपे एक अातंकवादी ने विकार गांव के पास पहुंचा लेकिन जब वह दल गांव के दूसरे मकान

मत्यु हो गई ।

उलझ गया और कैटन सिन्हा उन पर झपट पड़े लेकिन उसी समय

इतको गारबाइन झाड़ो में उलझ कर नीचे गिर गई । इसके बाद वापस
.. 9 जून, 1984 को जब कैप्टन यदिविन्दर सिंह महिवाल , 12 . में हाथापाई शरु हो गई और विद्रोहों ने एक बार इन्हें गिरा दिया और
डोगरा रेजिमेंट की राइफल कम्पनी का नेतत्व कर रहे थे तो इन्हें सूचना . . इनके सिर में गोली दाग दी । सौभाग्यवश पिस्तौल में कोई गोली नहीं
मिली कि इनकी निगरानी क्षेत्र के एक गांव में उग्रवादी छिपे हुए हैं । थी । निराश होकर विद्रोही ने इनके सिर में पिस्तौल का घोड़ा मारना .
ये तत्काल एक टोह दल लेकर उस गांव में संदिग्ध उग्रवादी जगजीत सिंह ... शरु कर दिया जिससे इनके चेहरे पर खून फैल गया । घावों की
के मकान के पास पहुंचे तो देखा कि दो सशस्त्र प्रादमी खिड़की की परवाह न करते हुए कैप्टन सिन्हा ने हार नहीं मानी और अन्ततः
दहलीज पर लड़ने के लिए तैयार बैठे हैं । अदम्य साहस दिखाते हुए विद्रोही पर कार पा लिया लेकिन विद्रोहो बच निकलने में कामयाब
ये मकान में घुसे और अचानक तेजी से जगजीत सिह पर झपट कर हो गया और पास के जंगल में छप गया । कैप्टन सिन्हा ने उसकी

स्थित एक प्रेषण चौकी में जब एक बहुत ही मुश्किल काम पूरा करने में
लगे हुप में तो विद्रोहियों ने उन पर गोलियां चलाई । जख्मी होने के
बावजद और जान की परवाह किए बिना लांम नायक चंचल सिंह अपने
काम को पूरा करने में जुटे रहे लेकिन इस बीच जम्मी होने के कारण
उनका प्राणान्त हो गग । ।
___ इस प्रकार लांस नायक चंचल सिंह ने नुकरणीय माहम , दृढ़ता
और उच्चकोटि की कश्यप गयणता का परिचग दिया ।

सनननिक कार्यकारी नायक राम मेहर सिंह को कुछ अग्रवर्ती
वोकियों के नाथ नार - संचार व्यवस्था बनाए रखने के लिए उत्तरी - संक्टर
के अग्रवर्ती इनाको में नैनात किया गया था । इन्हे 5 जलाई , 1994
को एक प्रयवर्ती चौकी के साथ संपर्क बनाए रखने के लिए कई बार
टेलीफोन लाइन टी करती 48 रही थी क्योंकि विद्रोह। गोलाबारी करके
उमे बार - बार नुकसान पहुंचा रहे थे । पेमा करते हुए एक बार मशीनगन
की बौछार न पर लगी प्पिमसे बरी तरह जखमी हो गए । अपनी
जान की परवाह किए बिना और जखमी होने के बावजूद इन्होंने
उस टेलीफोन लाईन को फिर से चाल कर बहुत ही महत्वपूर्ण कार्य
पूरा कर दिखाया ।
इस प्रकार नायक राम मेहर सिंह ने अनुकरणीय साम, दाना और
उचकोटि की कर्तव्यपरायणता का परिचय दिया ।
18. मैकिण्ड लेफ्टिनेंट शैलेश कुमार ( आई मी0- 40855) ,

10 जुलाई , 1984 को अमनसर जिले में एक गांव में उर याटियों
मा पता लगाने के लिए. मैकिण्ठ लेफ्टिनेंट शैलेश कुमार को 10 प्रग्य
रंकों के साथ कैप्टन रवि नम की सहायता के लिए भेजा गया । बनी
टकड़ी के साथ है दम मिनट में ही गांव में जा पहुंचे और एक मकान
की छत पर चढ़ गए । छत पर पहुंचने के बाद उन पर मर च जत्थेदार
मोहन सिंह के मकान से जोरदार गोलाबारी होने लगी और # फिपह
लेफ्टिनेंट नेश वुमार गम्भीर रूप से घायल हो गए । अपने घायों की
लेशमात्र भी चिन्ता न करते हुए है छत की मुंडेर पर चढ़ गए मोर
जस्थेदार मोहन सिंह पर स्टेनगन मे गोलियां चलाई मौर- म बाम का
ख्याल रखते हुए कि षासूर लोग न मारे जाग , उरवाटियो पर
विभिन्न दिशानों से गोली चलाने का निवेश देते रहे । नियंत्रित गोलीबारी
का नेतृत्व करते हुए वे वीरगति को प्राप्त हो गाः ।
इस प्रकार सैकिण्ड लेफ्टिनेंट शैलेश कुमार ने उत्कृष्ट माहम , नेतस्थ

13 अगस्त , 1984 को कैप्टन जसवंत प्रताप मिह जदका अपने
मूल निवास स्थान मोरवी से दिल्ली पा रहे थे । जम ये बोकनेर रेलवे
स्टेशन पर गाड़ी की प्रतीक्षा कर रहे थे तो उन्होंने घो व्यक्तियों को
वांकनेर रेलवे स्टेशन पुलिस चौकी के सिपाही पर तलवार मोर लाठी
मे हमला करते हुए देखा । ये उम सिपाही के शरीर से काफी खून
बहता देखकर ससे हमलावरों से बचाने के लिए दौड़े । उन्होंने तलवार
महित एक व्यक्ति को पकड़ लिया और उममे हथियार छीनने की
कोशिश की । इसी बीच दूसरे अपराधी ने इन पर लाठी से प्रहार
किया । जब इन्होंने एक हाथ में लाटी पकड़ने की कोशिश की तो
मलयारधारी व्यक्ति इनकी पकर से छुट गया पौर माग निकम्मा ।
इन्होंने उसका पीछा किया और अब ये उस अपराधी को पमर ने ही वाले
थे तो वह वापस मु ! गया और तलवार घुमानी शरू कर दी । कैप्टन
जदेना उस अपराधी की तलवार छीनने में सफल हो गा। मोर लंगो
की मवद से अपराधी को पार लिया । हाथापाई में तलवार में उनकी
बाई कनपटी में चोटें प्राई और बाएं हाथ की उंगलियों में गहरे पाय
हो गए । बाद में अपराधी पकड़ा गया ।

22 अगस्त , 1984 को लाम नायक पूरन मिह , दैरागत ( भोपाल )
में स्थित रेजिमेंट के लांम नायक बलविन्दर सिंह के घर कूछ दस्तावेज
देने गया । वहां पहुंचने पर उन्होंने देखा कि लांस नायक बलविन्दर सिंह
के घर आग लगी हुई है और उनकी पत्नी अपने बच्चों की जान बचाने
के याने मदद के लिए चिल्ला रही है । लांम नायक पृरन सिंह अपनी

गया । उमान के दौरान 10कि०मी० की ऊंचाई पर वायुयान का कैनोपी
3 सितम्बर, 1984 को लगभग 2300 यजे कैप्टन बहादर रिह

दस सशस्त्र दंगाइयों का सामना करना पड़ा । इन दंगाइयों ने एक
समुदाय विशेष के पूरे परिवार को घर रखा था और उसकी हत्या
करने वाल पे । इहोने द ना नाग लगाया और अपनी सरा की
बिल्कुल परवाह न करते हुए गुंडों पर टूट पड़े । एक गुडे ने अपनी
पित्तोर से इन पर गानो वांगी जो सौभाग्यवश सूबेदार खोट को नहीं
ला पाई । इनके शो का अनुकरण करते हुए इनके साथी भी गुगों
पर टूट पड़े और उन्हें अपने काबू में ले लिया । इस प्रकार एक परिवार
के मदस्यों को जीवन रक्षा हो गई ।
मूदार मखाराम दाजी खोग ने अपराधियों को पकाने में साहस
और मसंव्यनिष्ठा का परिचय दिया ।
28. 22005 8 वारंट अफसर हरकंवल ष्ण शर्मा, उपस्कर सहायक
( पुरस्कार की प्रभावी तिथि : 1 नवम्बर , 1984 )
पहली नवम्बर , 1984 को बगाइयों से मुरी तरह प्रभावित पालम
कालोनी के निवासी वारट प्रफमार शर्मा ने अल्पसंख्यक समुवाय के मारह
व्यक्तियों को अपने घर में शरण दो ताकि उनकी जान बचाई जा सके । वारंट
अकसर शर्मा ने अपने परिवार के सदस्यों की जिन्दगी दांव पर
लगा वा यो क्योकि दंगाइयों को इस बात की भनक पक्ष गई थी कि
प्रामक समुदाय के कुछ व्यक्ति उनके घर में छिपे हुए है । उन्होने
घर को घेर लिया मोर वारंट अफसर शर्मा को धमकी दी कि अगर
धरहोते ण रग दिए गए लोगों को उनके हवाले नहीं किया तो इन्हें
भयंकर परिणाम भुगतने पड़ेंगे । वारंट अफसर शर्मा ने शान्ति बनाए
रखी पोर वंगाइयों को यह यकीन दिलाया कि इनके घर में किसी
को भी शरण नहीं दी गई है । परन्तु वे वारंट अफसर शर्मा के जवाब
से पूरी नरह मंतुष्ट नहीं थे । उन्होंने इनके घर पर और उनकी सभी
गतिविधियों पर नजर रखनी गुरु की । 2 नवम्बर , 1984 की रात
को मौका मितने ही वारट अफसर शर्मा ने घर में छिपाए एक परिवार
के छ सदस्यों की पहली टोली को सुरक्षित स्थान पर पहुंचा दिया ।

भेजा जा सके , गायों ने एक बार फिर घर को घेर लिया । पारट
अफसर शर्मा ने प्राने जीवन को जोखिम में गलकर दंगाइयों की बहस
में उलझाए रखा और किसी को घर में घुसने नहीं दिया । 48 घण्टे
तक वारंट अफसर शर्मा का घर दंगाइयों से घिरा रहा और ये स्मयं
उनमा ध्यान बंटाने के लिए बाहर ही खड़े रहे । दो दिन बाद ये छ .
सदस्यों के दूसरे परिवार को भी सुरक्षित स्थान पर पहुंचाने में सफल
इस प्रकार सूबेदार हरेन्द्र सिंह नेगी ने पहलशक्ति साहस और
सूझ - बूझ का परिचय देते हुए. मैत्री भावना से भरपूर सेना की उच्चतम
परम्परामों का प्रति सुन्दर उदाहरण प्रस्तुत किया ।

पहलो नवम्बर , 1984 को नायब सूबेदार माधूराम , अस्थायी
इस्टी पर जाने ममय, अमृतसर से दिल्ली तक मटियर मेल में याना
कर रहे थे । 31 डिम् में इनके साथ एक विशेष समुदाय के सात यानी
भी थे । 2 नवम्बर, 1984 को जब गाड़ी मोटीनगर पहुंची तो हिसा
पर उतारु भीड़ ने पत्थरों और लोहे की छड़ों से अनेक स्थानों पर
गाड़ी पर हमला किया । अपनी जान की परवाह किए बिना नायब
सूबेदार माधूराम ने कीच - बचाव करते हुए अपने सहयात्रियों की जान
बचाने की भरपूर कोशिश की । एक बार तो वे भीड़ के नीचे दम
गए थे लेकिन उन्होंने हिम्मत नहीं हारी और भीड़ को यह कह पए
ललकारा कि डिब्बे में मेरे वरिष्ट सहयोगी और देशवासी है प्रतः
उन्हें किसी भी प्रकार का नुकमान पहुंचने से पहले मुझे मारना होगा ।
इम प्रकार ये उत्तेजित भीड़ को डि से हटाने में सफल हो गए ।
अपनी पूरी यात्रा के दौरान उन्होंने अनुकरणीय साहस और अपनी
उयूटी से कहीं अधिक साम्प्रदायिक सौहार्द के लिए अपनी जान को दांव
पर लगा दिया ।
इस प्रकार नायब सूबेदार माधूराम ने अपने सहयात्रियों की आन
बमाने के लिए अनुकरणीय साहस और सूझ - यूम का परिचय दिया ।
31. कैप्टन अजय कुमार दास ( आई०सी० - 39 491 ) , मिख
(पुरस्कार की प्रभावी तिथि : 6 नवम्बर , 1984 )
कैप्टन अजय कुमार पास मिजोरम में एक चौकी के कमांडर थे और
इन्छे एक कुख्यात विद्रोही दल को पकड़ने का काम सौपा गया था । यह
वल यहां की स्थानीय जनता को प्रातकिन करने और तोड़ फोड़ की कार्रवाई
कर रहा था । कैप्टन दाम को इस दल के बारे में विश्वसनीय सूचना
मिली और इन्होंने विद्रोष्ठियों के छिपने के स्थान पर छापा मारने की
एक टोस योजना बनाई । वे 6 नवम्बर , 1984 को 0255 बजे बह सेज
बहती नदी की उल्टी दिशा में नाम खेफर उस गिरोह के पिटने के स्थान
पर पहुंचे । कैप्टन दास हमला करने वाली टुकड़ी का स्वय नेतृत्व करते वे वहां
पहुंचे तो विद्रोहियों ने इन पर गोलियां चला दी जिससे इनके दल का
एक सदस्य गम्भीर मप से घायल हो गया । वह सनिक भी विचलित
नहीं हुए और उन्होंने अपनी सुरक्षा की परवाह न करते हए गोलियो
का जयाब गोलियों में दिया और अपने प्रावमियों को हमला जागे रखने
का निर्देश दिया । अचानक एक विद्रोही मोपड़ी से कूद कर
भाग निकलने की कोशिश करने लगा । परन्तु कैप्टन वास से बड़े साहस
और मुस- ब्रश से काम लेकर उसका पीछा किया और कड़े मुकाबले के
माद उसे पकड़ने में सफल हुए । वह विद्रोही , जो मुठभेड़ , में घायल हो
गया था तथा माव में जिसकी मृत्यु हो गई स्वयंभू लेफ्टिनेट मलस्वामा था ।
५स प्रकार कैप्टन अजय कुमार पास ने उच्चकोटि की व्यावसायिक
कुशलता, अमाधारण वीरता, साहस और उच्चकोटि की फत्तव्यपरायणता
का परिचय दिया ।
32. 3379219 सिपाही दलजीत सिंह, सिख
( पुरस्कार की प्रभावी तिथि : 6 नवम्बर , 1984 )
सिपाही दलजीत सिंह, कैप्टन ए० के० वाम द्वारा मंचालित गश्ती
टोली के सदस्य थे जिसने 5/ 6 नवम्बर , 1984 की गत को मिजोरम
के प्रति विद्रोहिगा वाले क्षेत्र में हार टोकी चौकी के पास Fम हट कर
धावा बोलना था । अब गश्ती टोली ने विद्रोहियों के छपने की जगह पर
हमला किया तो विद्रोहियों के सन्तरी ने फायर करना शुरू कर दिया
और सिपाही दलजीत सिंह गोलियों द्वारा गम्भीर रूप से घायल हो गये ।
इस प्रकार वारंट अफसर हरकवल कृष्ण शर्मा ने अत्यधिक प्रतिफल
परिस्थितियों में , अपने नया अपने परिवार के सदस्यो के जीवन को
बारे में डालकर अनुकरणीय साहस और मूझ - बूम का परिचय दिया ।
29. जे०मी० - 110918 सूबेदार हरेन्द्र सिंह नेगी, गढ़वाल राइफल्म
( पुरस्कार की प्रभावी तिथि : 2 नवम्बर , 1984 )
2 नवम्बर , 1984 को 7 गढ़वाल राइफल्स के सूबेदार हरेन्द्र सिंह
नेगी दो अकमरों, तीन जूनियर कमीशन अफसरों और 2 सिविलियनों
के माप फंटियर मेल में यात्रा कर रहे थे । जैसे ही गासी मोदीनगर के
मजदीक पहुंची , हिमा पर मामादा भीड़ ने एक खास गमवाय के
यात्रियों पर हमला करना शुरु कर दिया । अपनी जान की परवाह
म करते हुए सूबेदार नेगी ने भीड़ को डिब्बे में घुसने से गेका ।
दिसली के यमुना पुल के निकट पहुंचने पर भीड़ ने एक मार फिर
उस डिब्बे में बैठे यात्रियों पर हमला किया लेकिन इन्होंने भीड़ को
हिम्मे में घुसने से रोकने के लिए रिम्से के दोनों दरवाजों पर पहरा
देने का फैसला किया । इन्होंने नायब सुभेदार माधोराम को आदेश
दिया कि वह एक दरवाजे पर पहरा दें जबकि दूसरे दरवाजे पर ये
म्वयं पहरा देने लगे । इन्होंने चिल्ला कर कहा कि सिब्बे के अन्दर सेना
के प्रकार मात्रा कर रहे है तथा खाम समुदाय के किसी भी
भाई को छूने से पहले भी को उन्हें मारना होगा । अवम्य साहम का
परिवा देकर इन्होंने 31 डिब्बे में बैठ यात्रियों की जान बचाई ।

में बाहन को घाटी की तरफ केल दिया । वाहन तथा श्री मुंज कुंज
पीताम्बरन् समेत उसमें बैठे सभी लोग बर्फ के मीचे दब गये । परिणामत :
श्री कुंग कुंजु पीताम्बरन का देहान्त हो गया ।
स प्रकार श्री कुजबुज पीताम्बरन ने अपनी सुरक्षा की विरुष ल

30/ 31 दिसम्बर, 1984 को मसलाधार वर्षा के कारण गातीय
राजमार्ग ( जम्म श्री नगर) , 159 किलोमीटर पर भ -स्खलन के कारण
सहक यातायात रप हो गया था और दोनों ओर मैकड़ों गायि! # क गई
पीं । प्रापरेटर वलापु योगय्या को होजर से भ-स्खलन वाले स्थान को
साफ करने का काम सौंपा गया । उन्होंने प्रसारण साहम और कार
कुशलता का परिचय देते हुए कम रोशनी में और ऊपर से गिरते हर
मानी शिलाखण्डो के बीच सम को माफ किया । अभी श्री वलाप
योगय्या का स्थल पर ही थे कि उसी सड़क पर कि मोर जगह पर
भू -स्खलन हुमा जिसमें छ यात्री बसे फंस गई । उपयोटि का साहस
दिखाते हुए श्री बलापु योगय्या एक बार फिर अपने दोजर से भू-स्खलन
को साफ करने में जुट गये । उसी समय पहारी के उपर से एक विशाल
शिलाखण्ड रूकता पा पाया और उनके सिर से टकराया जिससे
वे डोजर महित नीचे पानी में जा गिरे और श्री बग्नाप मोगग्या का सम्माल
निधन हो गया ।
गम्भीर घावों और एक अखि चली जाने के बावजूद सिपाही दलजीत सिह
अपने दल के साथ मागे बढ़ते चले गए और विद्रोहियों पर गोलीबारी की ।
स्वयंभू लेफ्टिनेट मालस्वामा और एक स्वयंभू प्राइवेट पान म्याग ।
को घायल कर उन्हें पकड़ने में अपने दल मी मही मत्रियमा से मदद
की । बाद में दोनों ही विद्रोहियों की गम्भीर घामों के कारण मृत्यु हो गई ।
इस प्रकार सिपाही बलजीत सिंह ने उस्फुट वीरता, साहस भौर उच्च
कोटि की कर्तव्यपरायणता का परिचय दिया ।
33. जी -155130 वाहन मैकेनिक बलबीर सिंह, ( मरणोपरांत )
( पुरस्कार की प्रभावी तिथि : 12 दिसम्बर , 1984 )
वाहन मैकेनिक बलबीर मिह को 1984 - 85 की सर्दियों के प्रारम्भ
में 18380 फुट की ऊंचाई पर स्थित बार गला दरें पर बर्फ हटाने
के काम पर लगाया गया था तथा उन्हें 17000 फुट तथा उससे अधिक
ऊंचाई वाले स्थानों पर कार्यरत संयंत्रों , मशीनरी तथा गाड़ियों की मरम्मत का
काम सौंपा गया था । 12 दिसम्बर , 1984 को , बार इंगला सोटी पर
फाम करने वाला ओगर पराब हो गया और ग्लेशियर विण मोर 434
किलोमीटर के बीम बर्फ हटाने का काम नहीं किया जा सकता था ।
खारडुंगला बोटी पर ओजर की मरम्मत करके इसे 4 किलोमीटर की
पोर ले जाना बहुत जरूरी हो गया था । सके अलावा उस स्थल पर
और दो ओजर मरम्मत के लिये पड़े हुए थे जिनकी तत्काल मरम्मत
करना जरूरी था ताकि उन्हें बर्फ हटाने के काम में जल्दी से जल्दी लगाया
जा सके । निरन्नर हिमपात हो रहा था , तापमान शम्य डिग्री के नीचे
पा तथा बर्फ का अन्धम चल रहा था । ऐसी परिस्थितियो में वाहन
मैकेनिक बलबीर मिह ने प्रथक परिश्रम करके 12 दिसम्बर , 1984 की
शाम तक सभी डोजरों को टीक कर दिया । मरम्मत के बाद डोजरों
को निर्धारित स्थल की ओर ले जाते समय भारी हिमस्खलन हुमा जिमने
उस गाड़ी को नीचे घाटी में गिरा दिया , जिसमें श्री बलबीर सिह यात्रा
कर रहे ये नया यलबीर मिह बर्फ के नीचे दब गये ।
इस प्रकार वाहन मैकेनिक बलबीर सिंह ने सड़क साफ करने के लिये
होजरों की मरम्मत करने के काम में अपनी व्यक्तिगत सुरक्षा की मिल्कुल भी
परवाह न करते हुए अनुकरणीय साहस तथा फत्तव्यपरायणता का परिचय दिया ।

( पुरस्कार की प्रभायी तिथि . 12 दिसम्बर, 1984 )
दिसम्बर 1984 में जी / 1548 8 5 - 40, एम० टी० आवर , फुजज
पीताम्बरन् लहाख में 18000 फुट तथा उससे अधिक की ऊंचाई
पर बार टुंगला दरें के दोनों ओर अपने वाहन के साथ-साथ , बर्फ साफ
करने वाले दलों को ले जाने के लिये तैनात किया गया । दरें पर भारी
बर्फ गिरी थी तथा वहा बहुत तेज हवाएं पोर बर्फानी तूफान चलना प्राम
मात थी । यह बहुत खतरे का काम था और म प्रकार की प्रतिकल
मौसमी परिस्थितियों में दर के पारपार वाहन को चलाने के लिए काफी
हिम्मत की जरूरत थी ।
12 दिसम्बर, 1984 को बार बुंगला दर की उत्तरी पोर की सड़क
पर्फ तथा प्रन्धर की वजह से बन्द हो गई । कुछ महत्वपूर्ण सामग्रियों
उपस्कर को फौरन इस पार ले प्राना था । दुर्भाग्यवश , दरें के दूसरी
सरफ काम कर रहे दोनों डोजर खराब हो गये थे और यह फैसला किया
गया कि दक्षिण की और में स्मिट बर्फ काटने वाली मान तथा अतिरिक्त
ओजर को ने माया जाये । पार्टी म० टी० आवर के ० पीताम्बरन माग
चलाये गये वाहन में 12 दिसम्बर, 1984 की शाम को बार एंगला
घोटी से चली । वहां बहुत ज्यावा बर्फ पड़ रही थी और सिर्फ कुछ ही
मीटरों नक दिखाई दे रहा था । जैसे ही वाहन ने ग्लेशियर ब्रिज को
पार किया वैसे ही वह फिगलने लगा तथा ऊध्र्व मुखी लान पर नहीं
पद सका । याहन को जोजर अरा बींचा गया । वाहन ने बफे की मोटी
परत में से मुश्किल से 200 मीटर का फासला तय किया होगा कि
पहाड़ी की तरफ से माती : एक विशाल हिम शिला ने कुछ ही सैकण्डो
इस प्रकार श्री वलाप योगय्या ने अपनी जान की परवाह किये बिना
प्राकरणीय साहस और उच्चकोटि भी कत्तव्यपरायणता का परिचय
दिया ।
36 9921842 सिपाही छेवांग दून्डप , लहान स्वााउट्रस ।

( पुरस्कार की प्रभारी तिथि : 27 फरवरी, 1985 ) ।
27 फरवरी , 1985, को सिपाही छेवांग दुन्छुप जब उसरी सैक्टर
के प्रयवर्ती क्षेत्र में ड्यूटी पर तैनात थे तो विद्रोहियों ने उन पर भारी
गोलीमारी शरू कर दी । अपनी जान की परवाह किये बिना उन्होंने मोर्चा
मंभाला और विद्रोहियों पर जवाबी हमला शुरू कर दिया । इस कार्यवाही
में वह गरी तरह से जख्मी हो गये और अपने जीवन का बलिदान वे
दिया ।
इस प्रकार छेवांग सुन्दुप मे अनुकरणीय साहम , दृसा और उनकोटि
को कर्तव्यपरायणता का परिषय दिया ।
37. मेजर सुरेश कुमार गहोम ( आई० सी० - 32130) , पाटिलरी
( मरणोपरान्त )
( पुरस्कार की प्रभावी तिषि ! 30 अगस्त , 1985 ) ।
30 अगस्त, 1985, को मेजर सुरेश कुमार गडहोक ने जब उसरी
सीमा के परवर्ती क्षेत्र में टोह लेने के लिये हेलीकाप्टर से उड़ान भरी
तो उस समय रोशनी बहुत कम थी और मौमाम ख राम था । उस उडान
के दौरान विद्रोहियों ने हेलीकाप्टर पर गोलियों की बौछार कर दी
जिससे मेजर गाहोक बुरी तरह जख्मी हो गये । अपनी सीट पर उठे
रह कर और विद्रोहियों की मशीनगन की गोलियां झेलते हुए मेजर गहोक
ने अपनी मातृभूमि की सीमा की चौकसी करते हुए अपने प्राणों की माहूनि
दे दी ।
इस प्रकार मेजर सुरेश कुमार गम्होक ने उत्कृष्ट साहस, दाना और
उच्चकोटि को कर्तव्यपरायणता का परिचय दिया ।

30 अगस्त , 1985 को फैप्टन बीरेन्द्र सिंह गुलेरिया ने जब जसरी
सीमा के प्रवर्ती क्षेत्र में टोह लेने के लिये हेलीकाप्टर से उड़ान भरी ,
उस समय रोशनी बहुत कम थी और मौसम भी खराब था । उस उड़ान
के दौरान विद्रोहियों ने हेलीकाप्टर पर गोलियों की बौछार शु * कर ली
जिससे वह बुरी तरह क्षति ग्रस्त हो गया । कैप्टन गुलेरिया स्वयं जख्मी
हो गये और उनका मह पायलट भी बुरी तरह घायल हो गया । ऐसी
विकट स्थिति में भी ये क्षति ग्रस्त विमान को उड़ाते रहे ताकि बरी साह
घायल मह पायलट को यथाशीघ्र चिकित्सा सहायता के लिये बेस कैम्प
तक पहुंचाया जा सके ।
____ Eस प्रकार कैप्टन वीरेन्द्र सिंह गुलेरिया ने उत्कृष्ट माहम , कुशलता
और उच्चकोटि की फर्त्तव्यपरायणता का परिचय दिया ।

से महामागर विज्ञान और प्रौद्योगिकी मोर्ड का गठन करने का निर्णय लिया
है । बोर्ड निम्नलिखित के लिये उत्तरदायी होगा :- -
( i) महागागर माधन स्रोतो के ममन्त्रित व कुशल विकास एवं
विवाहन हेतु एकीक न प्रयास के उददे पर से महासागर मबंधी

गिमी विकास हेतु एकीकृत कार्यक्रम को तैयार कराने में मार्ग
दर्शन देना ;
( iii ) विभिन्न मंत्रालयों/विभागों की महामागर से संबंधित नीतियों पौर
कार्यक्रमों के कार्यान्वयन की प्राधिक समीक्षा, परिवीक्षण और
मूल्याकन करने रहना ; तथा
(iv ) महासागर मान स्रोतो में एकीन एवं समग्र विदोहन हेतु
समषित भावी नानि विफल्प और दीर्धा िक नीतियां तैयार
करना ।
2. उपर्युक्त जिम्मेदारियो और कार्यों के निर्वहन हेत बोर्ड: ---
( क ) विद्यमान नीतियों के गलत और अनुचित पहलमों का और
उनकी मात्रा का पता रूप गाकर उनके विकल्प समायेगा ;
( स ) महासागर में गंबंधित क्रियाकलापों के एकीकृत विकास के
भाग के रूप में नीति निर्देशों और वास्तविक कार्यक्रमों ए
प्राथमिकता दी जाने वाली परियोजनामो के सम्बन्ध में संबंधित
मंत्रालयों/विभागों को सिफारिश करेगा ।

Statement of services for which the decoration has been
awarded .
On the 27th February , 1983, an information was received
about the presence of dacoit gang of Babu alongwith a hid
napped child in the ravincs of village Bela . Shri Jai Karan
Singh , Sub -Inspector of Police decided to round up tho gang
with the limited force consisting of 3 other Sub -Inspectors ,
1 Coy . Commander of PAC , 8 Constables and 11 Section
of PAC mcn . He divided the force into three groups to
cover three different flanks . He was incharge of the first
party , and the informer took this party ncår the spot, where
the gang was resting. Shri Jai Karan Singh crawled and
found the gang resting in the low ground . He quietly collect
ed his group and positioned himself on a high mound from
where he could spot the gang. He challenged them to
surrender 10 the Police . Instead , the Jacoits fired shots
towards him , but he escaped unhurt. He immediately climb
ed high over the edge of the mound and opened fire on the
dacoits . The distance between the Polico party and dacoits
was barely 35 yards. Shri Jui Karan Singh also signalled
to other Police parties . The leader of the second party
responded to the signal and started firing on the gang from
the Northein side, while the first party kept the Eastern and
Noith - Eastem sidcs covered . The third party fired on the
gang from the Western side . There was a fierce gun baltic
betweon the Police parties and the dacolt gang . The firing
continued for one and a half hours and as tho morning grew
brighter , thc Police party beurd cries from a nullah . It was
the kidnapped child shouting to the Police party to stop firo
us all thc scven members of the gang had been shot and
kjlled . Thus the entire gang of the dacoit Babu was liqui
dated . The kidnapped child was also recued by the Police .
Three factory imade guns, two . 315 bore rifles and one CM.
. 12 bore gun alongwith 75 fired catridges and 20 rounds
were recovercd from the socne of occurrence.
In this cncounter , Shri Jai Karan Singh, Sub -Inspector of
Police , displayed conspicuous gallantry , courage and devo
tion to duty of il high order.
This award is made for gallantry under rule 4 ( i ) of the
ruleg governing the award of the Police Medal and conso
quently carries with it the special allowance admissible under
rule 5 , with effect from the 27th February , 1983

Statement of crevices for which the decoration has been
awarded ,
On the 23rd August, 1981, an information was receivod
that a gang of armed anti-social clements responsible for
warious crimes was seen in the Nayakkaneri Hilla , North
Arcot District . Immedintely Shri Walter Issac Davaram , Dy.
Inspector, General of Police , with a Police party consisting
of one Inspector, three Sub - Inspector . six constables and
two LNK , , proceeded towards the spot. When the Police
jects were about 3 . 5 kms from Ambur, Shri Davarain
noticed that the road was blocked by boulders. Suspecting
foul play , he directed the occupants to jump down and take
cover . As soon as tho Policc party stopped , the front jeep
came under heavy gun firc . Due to pitch dark in the night ,
it was not possible to judge the gang s position and strength .
However , making use of the flashes from assailant s guns ,
he roughly assessed the position and directed Inspector R N .
Purushothaman and Sub - Inspectors S . Panneerselvam and K .
N . Sudhakaran to take position and keep firing at the assai
lunts to prevent their escape in the left side of the ambush
point. Followed by Sub - Inspector Ashok Kumar , he himself
took position on the right Hank . In addition to fiting, the
assailants also hurled country -made bombs from behind the
harricade of boulders . The gun battle lasted for about half
an -hour . Thc 495ailants , however , escaped during the shoot
Out, leaving three of their lead colleagues behind . The
Police party was able to capture one foreign made semi
automatic pistol, one SBBL pun and one SBML gun , two
other guns, several spent shells, a large quantity of gun
powder and cartridges.
To this encounter, Shri Walter Issac Davaram , Deputy

hig threats , Shri Bundu Kha n jumped forward in a bid to
catch the criminal, Mohd . Ahsan . The criminal. Sensing
danger , fired a shot which hit Shri Bundu Khan in the head
and he ultimately succumbed to his injuries in the hospital the
same clay . The criminal, Mohd . Ahsan , was given chase by
Assistant Sub - Inspector Chander Pal Singh and WAS ulti
mately arreated . His questioning led to the arrest of three
more accused .
Shri Bundu Khan thus exhibited conspicuous courage and
a high sense of public duty which led to the arrest of noted
criminals ,

On the 2nd December 1984 , Rifieman Gopal Chand was
the leading scout of a special patrol, sent to destroy Nagi
T-Iostiles in position on a track to a Border Post. The Naga
Hostilcs had fortified the two cliffs in the Border Post ares
and had laid an umbush about 1100 yards ahead . They hac
laid a mine on the track and covered all approaches with
automatic weapons. As Rifleman Gopal Chend reached the
ambush site, a hail of bullets was directed on the patro ]
With utter disregard to his own safety , Rifleman Gopal Chand
charged on the hostiles . While doing so , be stoppe over
minc and as a result both of his legs were blown off. Witt
his gallant fighting spirit, he dragged himscif, 1 ; ; !e of the
profuse bleçding from his legs and kent on firing at the hos
tilcs to prevent them from coming down from the ambur !
site and impcril his patrol party . He continued his gallan
fight to the last.
Rifleman Gopal Chand thus displayed conspicuous bra
very , indomitable courage , tremendous determination , devo
tion to July of an exceptionally high order and laid down hi:

In February , 1984 , heaviest snow fall of the last two decades
occurred and snow upto 8 to 10 fect got accumulated on
Jammu Kashmir National Highway and consequently on 19th
February , 1984, Kashmir Valley was cut off from rest of the
country . Operator Excavating Machinery Zalan Singh was
detailed for snow clearance on the National Highway with
two other snow clearing Rolba machines under the super
vision of Shri Satendra Kumar. While he was doing the snow
clearance on the 19th February , 1984 at 1130 hours , two
forward snow clearance machines got buried under heavy
ADOW avalanche. Shri Zalam Singh gathered courage, walked
through chest deep snow upto buried Rolbas and extricated
his incharge and two other operator from under the snow ,
With the only machine left, he continued snow clearance
operation , encountering numerous active avalanches , hostilo
Weather high velocity winds with drift spow of 90 - 100 kmph
and temperaturo of mious 9°C and succeeded in clearing the
road for traffic upto South Tawar Tunnel on 23rd February,
1984 ,
3. MAJOR JAI BAHUGUNA (IC -23182 ) SM VSM ,
ENGINEERS

( Effective date of the award : 7th October, 1985)
Major Jai Bahuguna was the Deputy Leader of the Army
Everest Expedition 1985 . He was responsible for opening
the route between Camp I and Camp II , which he accom
plished in a record time of 11 days. Ho thereafter establish
od route opening for Camps III and IV in three days between
20th - - 23rd September, 1985. This enabled the expedition to
move at a rapid speed .
Major Babuguna was the leader of Second Summit party
which was to provide support to the first Summit party on
the 7th October 1985 during their attempt on Mount Everest.
He controlled the situation on South Col on the 7th October
1985 when in an unfortunate accident Major Kiren Inder
Kumar slipped and died . Major Bahuguna attempted to
bring down tho sick comrades and other members from South
Col on 8th , 9th and 10th October 1985 in very adverse
weather conditions in the Edverst region , but did not succeed .
He refused advice to descend to lower camps and stayed with
his sick rope -mates tilt he himself succumbed to the vagarles
of the atmosphere on 11th October, 1985 .
Major Jai Babuguna thug displayed conspicuous gallantry ,
leadership , esprit de Corps and commaraderlo in this act of
supredae sacrifice .

Havildar Indra Bahadur Gurung wag ono of the lead
climbers of the Army Every , Expedition 1985. He was a
member of summit team that reached South Summit 28 , 700
feet and Summit camp 27, 600 feet on difficult days . He was
responsible for breaking trail all tho way from Camp to South
Col on the 11th October 1985, where he finally reached his
comrades in one of the most daring, difficult and tiring con
ditions in extremely bad weather and show blizzard . He
tried to rescue Lieutenant MUB Rao during the evening
hours from South Col but laspite of his best efforts , the officer
died
Havildar Indra Bahadur Gurung thus displayod conspicuous
gallantry and courage ot a very bigh order.

On the 3rd Juno, 1982 , at about 10 .30 P . M ., an armed
ng of eight dacolts raldod the house of Shri Param Singh

Param Singh , who was not present at that time, rushed to the
house on hearing about the raid from his brother . And
neighbours. Ho found mo of the dacoita menacingly stand
10g guard in front of the house. Inspito of the waming
from the dacoit , Shri Param Singh faced the dacoit with a
more lathi. The dacoit fired from his gun , Shri Param
Singh ducked and moved onward exhorting his men to pur
sue the dacoſts. This bold challenge unnerved the dacoits
and they emerged out of the house and started running. The
villagers led by Shri Param Singh pursued them ,
One of the dacoits fired a second round toward Shri Param
Singh . A nellet hit him in the knee which started hleeding
profusely and rendered him almost immovable . Before the
Haroit could charge nenin Shri Param Singh gave a decisive
lathi blow on the dacoits head and in quick succession gave
a hlour on the hend of another dacoit who was holding A
inrch linht thus plunging the scene into total darkness Shri
Param Singh disarmert mother dacoit with a stunning lathi
hlour. This completely demoralised the dacoits who made
poort their rsronne. One iniures dacoit with a gun and ?
otran of cartridges was caught, but later he succumbed to his
intuities .

3 . FLIGHT LIEUTENANT SATISH PURSHOTTAM
APARAJIT ( 14069 ) , ACOOUNT

Flight Lieutenant Satish Purshottam Aparajit was a member
of the succeasfu ] Trans -Himalayan Motor Expedition . The
expedition drove through frozen wastes , ravine deserts at
high altitude and over 15 mountain passes facing hostile wirids
lashing against the rocky terrain in sub - zero temperatures ,
avalanches and storms. On the 28th February , 1984, one of
the vehicles of the expedition met with an accident and fell
down a cliff of over 1, 000 metre . Flt Lt Aparajit descended
for rescue by using rapelling rope down a vertical rock face
into the rayine covered with thick undergrowth to carry out
search for the casualties. He was able to find one of the
members who had suffered multiple fractures . After having
given him mouth to mouth respiration, he quickly brought a
doctor to him for rendering medical ald . Thereafter ho
brought up the wounded member of the team on his hack
most of the way. When he was climbing the last vertical
rock , tho anchor of the rope gave way and he slipped moro
than 100 feet but was lucky to survive . He held on to the
wounded member of his team with great determination and
brought him safely to the roadhead .
Flight Lieutenant Satish Purshottam Aparajit thus displayed
indomitable courago , team spirit and sense of selfless servico .

On the 8th March , 1984, during an operation launched to
intercept infiltrating groups of Mizo National Front Hontilor
Attempting to entor Mizoram from Bangladesh , Company
Havildar Major Pratap Singh of a special patrol was askod to
carry out search and destroy the mission . Displaving tremen
dous determination. he reconnoitered the thickly forested
mountainous area . He led his patrol over the most Inhos
pitable terrain for seven days to trace movements of hostiles
and thereafter selected an ideal ambush site to achieve total
surprise . On 19th March . 1984. his terseverance hore fruit
when three hostiles entered the ambush site . On being chal
lenged , the leading hostile opened fire on Company Havildar
Major Pratan Singh with a semi- automatic rifle . Undeterred
hv the fire , be signalled his natrol to open fire. Firing from
his own Machine Carbinc, he shot dead the leader of the
groun , Inspired by his leadershin , the reserve groun of his
patrol went in pursuit of the other two fleeing hostiles , who
were shot dead in the encounter. One gemi-automatic rifle ,
one ristol, on- grenade and 75 rounds of ammunition were
recovered in this action ,
Havildar Major Pratap Singh thus displayed conspicuous
gallantry , professional competence and devotion to duty of a
high order ,

On the 9th June, 1984, Captain Yadvinder Singh Mahiwal
while commanding a rule Company of 12 Dogra Regiment
got information that soine extremists were hiding in a village .
in his area of operation . He immediately led a search party
and as he approached the house of Jagjit Singh , a suspected
extremist, he saw two armed men taking position on the
windowsill . With cool courage he broke into the house and
in a lightning move pounced upon Jagjit, overpowered him
and snatched away his weapon . The other extremist jumped
out of the window and ran away . With uttar disregard to
his personal safety , he immediately chased the extremist. He
captured the armed extremist before he could fire . In this
action one Chinese Self Loading Rifle, one 7.62 mm Self .
Loading Rifle, 340 rounds of 7 .62 mm , .38 pistol 3 rounds
and 22 rounds of 22 pistol were recovered .
Capt. Yadvinder Singh Mahiwal thus displayed gallantry
courage and devotion to duty of a very high order .

On the 11th June , 1984 Colonel Ranjit Singh Mavi, Colonel
Administration of a Mountain Division was detailed by his
General officer Commanding, to make an on the spot assess -
ment of the troops morale in the wake of events which had :
taken place in Punjab . After spending a few hours in that
unit Colonel Mavi heard noise of firing , while driving back
to Headquarters in the night . He immediately drove back to
the unit ines and found that the men had broken open the
gates and armed themselves. As he could not find any unit
· Officer he took the courageous initiative of taking charge of
the situation . Undaunted biv grave and immediate danger
to his life , and in the face of wild firing by misguided sol
diers , he moved from one company line to the other , and to
the unit magazine. By his exemplary qualities of leadership ,
he was able to prevail over the men and establish his com
mand and control, resulting in their laying down arms by :
0700 hrs the next day .
Colonel Ranjit Singh Mavi thus displayed conspicous
courage exemplary leadership and devotion to duty of a high

15. Captain Arvind Kumar Sinha (JC -40410 ) Garhwal

Captain Arvind Kumar Sinha, Commander, Kachai in
Manipur , was tasked to locate a suspected underground hide
out and apprehend the hostiles . He meticulously planned an
operation and on the 12th June, 1984 , at 0800 hrs , he along
with a patrol party left for the assigned mission . At 0900
hrs, the patrol approached the village Kachai Thikker
through a teachers jungle trail, completely avoiding detec
tion . But when they neared the second house of the village
a dog tied in front of the third house started barking vigo
rously . Captain Sinha being suspicious ran to this door and
saw two men escaping through the maize field . He rushed
behind them , ordering his men to follow suit.
On interrogation the hostile revealed that he had ran away
from jail in July 1983 and that his gang was to ambush ar
Army Convoy in Kachai area . One M 22 sub Machine Gur :
one M 20 pistol, Rocket Detonators, Hand Grenade and
huge quantity of ammunition was recovered from him .
Captain Arvind Kumar Sinha thus displayed conspicuous
bravery courage and devotion to duty of a high order .

On the 23rd June, 1984 , Lance Naik Chanchal Singh , while
accomplishing an extremely difficult assignment on an obser
vation post at high altitude under adverse climatic conditions,
was hit by hostile fire . Despite his injury and unmindful of
risk to his life, he presisted on completing him mission and
in the process succumbed to the injuries .
Lance Nak Chanchal Sngh , thus, exhibited exemplary
courage , determination and devotion to duty of a very high ,
order.

Paid Acting Naik Ram Maher Singh was deployed in the
forward areas in the Northern Sector for maintenance of
telc - communication link to some of our forward posts . On
the 5th July , 1984, tele - communication link had to be re
established to a forward post a number of times because of
repeated damage to the line by heavy hostile fire . On one
such occasion , Paid Acting Naik Ram Maher Singh was hit
by machine gun burst and was severely wounded . Unmind
ful of risk to his life and despite injuries , he completed his
task of re - establishing the vital tele - communication link . .
Paid Acting Naik Ram Maher Singh , thus, exhibited exem
plary, courage , determination and devotion to duty of a high

On the 10th July , 1984 , Second Lieutenant Shailesh Kumar
was ordered to move with 10 other Ranks to assist Captain
Rajvi Vatsa in searching out extremists in a Village in
Amritsar District. Within ten minutes, he alongwith his de
tachiment reached the village and climbed the roof top of
one of the houses . On reaching the roof top a volley of fire
the houses. On reaching the roof top a volley of fire of wea
of weapons of all sorts came from the house of the Sarpanch
Jathedar Mohan Singh . Second Lieutenant Shailesh Kumar
sustained serious injury . Unmindful of the injury , he moved
up to the parapet of the roof top and fired a sten burst on
Jathedar Mohan Singh , and kept on directing the fire from
different directions on the extremists simultaneously taking
care to avoid killing of innocent persons. Second Lieutenant
Shailesh Kumar succumbed to the injuries in the process of
directing the controlled fire .

On the 12th July 1984, Captain Prabhjyot Singh Gyani, whose
company was deployed very close to the International Border
and given the task to flush out extremists from have rural
areas, received information that Lakha Singh a notorious
smuggler and an extremist was accompanying a marriage party :

him . On seeing them , Lakha Singh escaped into the fields.
Captain Gyani chased the extremist knowing fully well that
Lakha Singh was a hardened criminal and heavily arm d .
He moved swiftly and using good field craft pounced upon
him , snatched his pistol and captured him .
Captain Prabhjyot Singh Gyani thus displayed indomitable
courage , devotion to duty in apprehending the extremist at
great risk to his life .

After an anxious chase , one hostile got stuck in a thorny
bush . Captain Sinha pounced upon him , but while doing
so , his carbine got stuck in the bush and fell off . A . hand
to hand scuffle ensued in which at one stage , the hostile
managed to pin down the officer and fired at his head . Fortu
nately , no ammunition was left in the pistol. Desparately
the hostile began hammering on the officer s head and blood
drained over his face . Unmindful of the injuries sustained
by him Captain Sinha did not give in and ultimately over
powered the hostile . Put the hostile managed to wriggle
out and scanter to the jungle nearby . Captain Sinha fired at
his leg and felled him down .

On the 13th August, 1984 . Captan Jaswant Pratap Singh
Jaacja was returning from his honne station Norbi to Delni.
While he was waiting for his train at Wankaner Railway
Station , he observed two men attacking a Constable of Wan
kaner Railway Police out-post with a sword and # lathi.
He saw tho assaulted Constable bleeding profusely and rusb
ed to save him from the assailants . Ho 100k the man with the
sword in his grip and tried to disarm him . In the mcantime
the other criminal started giving lathi blows on hum , Wach
ho tried to catch he stick with one hand , the man with the
sword escaped from his grip and started running. He pur
sued him and when he was about to apprehend him the
criminal lined back and swung his sword at him Captain
Jadeja managed to snatch the sword from the criminal who
was apprehendeul win the belp of the public. In the scutille ,
be received injury on his left temple and decp cuts on the
fingers of his left hand from the sword . The culprit was
theroafter arrested ,
Captain Jaswant Pratap Singh Jadoja thus , displayed exem
plary courage in saving the life of a Constable and appre
bending & notorious criminal at great pen to his life .

On the 22nd August, 1984 , Lance Naik Puran Singh went
to the house of Lance Naik Balwinder Singh of the Rogiment
located at Bairagarh ( Bhopal ) to hand over some documents
to the individual. On reaching, he saw Lance Naik Balwinder
Singh s house in firo and his wife was shouting for help to
save the ute of her children who were inside. Unmindful
of his own safety , Lance Naik Puran Singh rushed into the
house and brought out two chudren inspite of fames leaping
all over . He then came to know that third child , aged five
and half years , was still inside. By this time, the house
has been completcly engulfed in fire . Undaunted , he again
went inside, picked up the child and brought him out through
the maze of flamos . Unfortunately , by this time, Lance
Naik Puran Singh s clothes had caught fire and he was burnt
badly . But even then , he showed tremendous courago and
will power and started running with the boy in his arms,
towards the Military Hospital, where he finally collapsed .

On the 8th Sept. 1984 , Flight Cadet Mohinder Jeet Singh
Bains, who was updergoing Advance stago training at an Air
Force Training Institution , was authorised to fly a Low Level
Navigation sortie with a chase pilot. Just after take off, he
experienced an engine flame- out. Facing the most critical
emergency in a single engine jet aircraft, Fit Cat Mohinder
Jeet Singh Baing, inspite of his very limitod experience as a
traince pilot , was calm . He turned the stricken aircraft away
from heavily populated areas to head for a lako in order
to avoid loss of lives on the ground and damage to civilians
property . Thereafter , following the drills he had been taught,
he jettisoned the canopy and put the aircraft smoothly down ,
whcels up , on the edge of the lakç. The aircraft skimmed
along the water and slowed down about three hundred
meters into the lake , then nosed into settle wings level on the
bottom , twenty fect down . Vaderwater , Fit Cat Bains un
strapped himself from his seat and his parachute , disconnect
ed his oxygen tube and came out of the cockpit, But im
mediately he got entangled in the weeds in the lake. Though
weighed down by his boots and overalls, he made a tremen
dous effort and almost reached the surface but the weeds
pulled him dowo . Ho attempted to remove his boots and by
the time he uglaced one, he had suffocated and drawned .
Flight Cadet Mohinder Jeet Singh Bains thus displayed
cool courage , presence of mind and a high sense of respon
sibility ,
25 . Pitot Officer Radha Krishna Balabhadra ( 17326 - A ) ,
Flying ( Pilot) .
( Effective date of the award : 25th September , 1984 )
On the 25th September, 1984 , pilot Officer Radha Krishna
Balabhadra was authorised to carry out his fourth sortie on
MIG aircraft. During the course of the flight at an altitude
of 10 Kms., the canopy perspex of the aircraft shattered and
as a result raining glass and plastic fragments fell on him .
Tho aircraft was left with only jagged remanants of tho
canopy on the left side. The tremendous air blast made it
extremely difficult and bazardous for the Officer to even
open his eyes and look ahead . Simultaneously ho also ex
porienced the accompanied shock of explosive decompression .
Pilot Officer Balabhadra , with negligible experienco on such
aircraft exhibiting great alertness , confidence and coolness
descended repidly , selecting the Identification on to emer
geacy , and carried out a safe landing having cutered for the
extra speed and power required due to the damaged state of
the aircraft.
Pilot Officer Radha Krishna Balabhadra tbus displayed
courage , confidenco , presence of mind and a high sense of
flying skill.
Lance Naik Puran Singh , thus displayed conspicuous
courage , gallantry and selflessness of the highest onder at
the cost of his own life .
23 . Captain Bahadur Singh Bight (IC -36840 ) ,

On the 3rd September, 1984 , at about 2300 hours , Captain
Buhadur Singh Bisht received reliable information about the
likelihood of self-styled Corporal Joseph Anal of the National
Socialist Council of Nagaland , a hard core insurgent, making
a bid to cross Manipur river near villago sherou in the early
hours of 4th Sept. 1984 , Captain Bisht decided to establish two
ambushes , where the river was fordable . He himself took
charging of the ambush sito through which the insurgent was
most likely to movo . On the 4th September , 1984, at 0445
hours , self-styled Corporal Joseph Anal walked into the
ambush and was immediately challenged by Captain Bisht.
The ingurgent drew out his pistol and tired three rounds at

On the 1st November , 1984 , Colonel Ram Krishan Bansal,
while proceeding on temporary duty to Calcutta by train ,
found that violent mobs at Tundla and Shikohabad stations
were manhandling and killing members of one community ,
including army personnel belonging to the community . He
patrolled the train and got all the members of the commu
nity shifted to First Class and ACC First Class compart
ments of tho train , He himgelf stood at the door and did
not allow any miscreants to enter compartment risking his
own life . Ho also passed instruction to post adequate Polico
Guards at Subsequent stations to cosure the safety of the
people,

On the 1st November 1984 , at 1300 hours , on being
informed that rioters had collected around Kabadi Bazar
and had cntered into the houses of a particular community ,
with criminal intention , small groups of troops were sent to
search the houses . Sugedar Sakbalam Daji Khot entered a
house with three other ranks and was immediately con
fronted with approximately ten armed rioters, who had
cncircled a whole family belonging to a particular commu
nity and were about to kill them . He let out a war cry and
jumped on the goondas with completo disregard to his per
sobal satety . One of the gooqdas opened fire with his pistol
which luckily missed Subedar Khot. Emulating his galian
try , his comrades joined him in overpowering the goondas ,
thereby saving the lives of a family ,
30 . JC - 130039 Naib Subedar Madhu Ram ,
Jammu and Kashmir Rifles.

Op ibe Ist November , 1984 , Naib Subedar Madbu Ram ,
while proceeding on tomporary duty , was travelling by Fron
tier Mail from Amritsar to Delbi. Thore were seven passen
gere belonging to a particular community travelling in the
compartment, alongwith him . On the 2nd November, 1984 ,
when the train reached Modinagur, a violent mob attacked
the train with stones and iron bars at a pumber of places .
With utter disregard to his personal safety , Naib Subedar
Madhu Ram persunded and interceded with the mob to spare
the lives of his co - passengers . At one stage he was trampled
by the mob . However, he remained firm and stated that co
passengers were his supcriors and country men and that it
was hę who should be killed first before any harm could be
done to them . Thus he managed to evict the mob from the
coach . Throughout the journey , he displayed cxcmplary
courage , rose above the call of duty and stoud for commu
nul amity ,
Subedar Sakharam Daji Khot thus displayed courage and
dedication to duty in apprehending tho culprits .
Naib Subedar Mudhu Ram thuis displayed oxemplary
courage and presence of mind in waving the lives of his co
passengere ,

On the 1st November , 1984 , Warrant Officer Sharma, who
was residing in Palam Colony area, which was very badly
sheltored by him . Warrant Officer Sharma maintaining claini,
munity in his house to savo their lives from the rioteers. In
doing this , Warrant Officer Sharma risked the lives of his
own family members as the rioteers got some hint that the
minority comunity members were hiding in his house . They
surrounded the house and threatened Warrant Officer Sharma
with dire consequences if he did not hand over the people
sheltered by him . Warrant Officer Sharma maintaining calm ,
Tried to convinco these miscreants that his house did not
shelter any body, Not fully satisfied , the rioteers continued
to keep watch on his house and his activities. On the night
of 2nd November , 1984, Warrant Officer Sharma found an
opportunity and evacuated fist batch of six members of one
family sheltering in his house. However before the second
lot of 6 people could be moved to safety , the rioteers once
again bu rounded the house . Warrant Officer Sharma, putting
his own life at serious risk , argued with the rioteers and did
not allow them to enter his house , His houso remained sur
rounded by miscreants for 48 hours and he himself remain
cd outside ceping their attention diverted . After two days,
the family of 6 members was evacuated .
31. Captain Ajay Kumar Das (IC - 39491 ), Sikb ,
( Effective date of the award : 2nd November, 1984)
Captain Ajay Kumar Das was the post Commander of 6
post in Mizoram and was given the task of apprehending one
of the most notorious groups of insurgents , which had beer
terrorising the local population and indulging in violent acti
vities. Captain Das obtained reliable intelligence about the
group and planned an effective raid to the hideout of the
jaşurgeats . On the 6th November, 1984, at 0255 hours, he
approached the hideout by boat rowing against the curren
in i fast flowing river . Captain Das personally led the
assault group and was fired at by the insurgents resulting ir
Reverc injuries to a member of the patroi. Undeterred 400
without caring for his personal safety , he returned the fire
and directed his men 10 continuç their assault . Suddenly onc
hostile jumped from the Jhoom hut and tried to make gooc
his escape, Captain? Das acted with cool courage and con
siderable presence of mind, chased the hostile and in the fuce
of stijf resistance , apprehended bim . The hostile who WAS
injured in the cncounter and later succumbed to his injuries
was identified as self styled Licutenant Malswama.
Captain Ajay Kumar Das thus displayed a very high degree
of professional competence, exceptional valour , cool courago
aod devotion to duty of a high order .
Warrant Officer Harkanwal Krishan Sharma thus display
ed excmplary courage and presence of mind in extremely
adverse circumstances at grave risk to his own life and lives
of his family members ,

On tho 2nd November, 1984, Subedar Harendra Singh
Negi, 7 Garhwal Rifles , was travelling by Frontier Mai ,
along with two officers , three Junior Commissioned Officers
and two civilians . As the train neared Modinagar, a violent
mob started attacking passengers, belonging to a particular
community . Subedar Negi, with utter disregard to his perso
nal safety , prevented the mob from entering the coach .
Once again when the train neared Jamuna Bridge , Delhi,
the mob attacked the members of a community in the couch
in which hę wag travelling. Fearing the worst, he took timely
decision of guarding the doors of the coach to prevent
entry of the mob , He ordered Naib Subcdar Madho Ram to
guard one of the doors while he remained at the other door.
He shouted that those inside Were Army officers and the
mob would bave to kill him before any member of the
particular community was touched . Showing immedise Cou
rage , he prevented certain death of some of the passcngers ,
Sepoy Daljit Siogh was a member of a patrol led by Cap
tain A . K . Das, which was to raid a Jhoom but near Hatoki
post in counter- insurgency area of Mizoram , on the night
of Sth /6th November, 1984 . When the patrol agsaulted the
hideout of the insurgents, the hostile sentry opened fire and
Sepoy Daljit Singh reccivod multiple gun shot wounds. Inspite
of his serious injuries and even having lost one eye , Sepoy
Daljit Singh continued his advancc alongwith the assault
group and tired back on the hoytiles. He actively assisted
tho group in injuring and apprehending one self- styled Licute
nant Malswama and a self- styled private Van Erga . Both
the apprehended hostiles later succumbed to their injuries.

courage , and devotion to duty of a very high order,

Vehicle Mechanic Balbir Singh was associated with snow
clearance operations at Khar Jungle Pass at a height of 18380
feet from the beginning of winter scason 1984 -85 and assign
ed the job of repairs to the plants , machincry and vehicles
deployed at an altitude of 17000 feet and above . On the
12th December, 1984 , dozer working at Khardungla top bed
Subedar Harendra Singh Negi thus displayed initiative ,
courage, presence of mind and very fino example of coma
raderio in the highest traditions of the Army.

very essential to repair the dozer at Khardungla top and to
move it towards Kilometre 43 . In addition , two dozers at.
the site had also to be repaired on top priority so that these
could be deployed on snow clearance operation at the earliest .
Under continuance snow fall, sub zero temperature and the
brinding blizzard , Vehicle Mechanic Balbir Singh worked un
tiringly and repaired all the dozers by the evening of the
12th December , 1984 . While leading the repaired dozers
to the site a big snow slide swept the vehicle in which Shri
Balbir Singh was travelling down the valley side and he got
buried under the snow .
Vehicle Mechanic Balbir Singh thus displayed exemplary
courage and devotion to duty in uiter disregard of his per
sonal safety in reparing the dozers for road clearance .

In December , 1984, G / 154885H MT Driver Kunjukunju
Peethambaran was deployed on both sides of Khardungla
: Pass at a height of 18 ,000 feet and above in Ladakh along
with his vehicle for carrying the snow clearance parties .
The Pass was under heavy snow fall and high velocity winds
and snow blizzards was a common occurrence . This job was
very risky and required a lot of courage to drive the vehicle
across the Pass under such adverse climatic conditions .
. On the 12th December , 1984 , the road North side of
Khardungla Pass was closed due to snow and wind drifts .
Certain vital stores / equipment were to be inducted across
immediately . Uniortunately both the dozers working on the
other side of the Pass had become defective and it was de
cided to induct additional dozer and a Schmidt Snow Cutter
Machine from the Southern side. The party left Khardungla
top in the evening of 12th December , 1984 , in the vehicle
driven by MT driver K . Peethambaran . It was snowing
heavily and visibility was restricted to only a few metres .
When the vehicle crossed the Glacier Bridge it started slip
ping and could not negotiate the upward slope . The vehicle
was pulled by the dozer. The vehicle had hardly covered
200 metres stretch through the thick lays of snow when a
big snow slide from hill - side swept away the vehicle towards
the valley side in a few seconds. The vehicle and its occu
pants including Shri Kunjukunju Peethambaran were buried
under the snow . As a result Shri Kunjukunju Peetham
baran died .
Sepoy Chhewang Thundup thus exhibited exemplary
courage , resolute deiermination and devotion to duty of a
Very high order .
37. Major Suresh Kumar Gadhok _ ( IC - 32130 ), Artillery:

( Effective date of the award : 30th August, 1985)
On the 30th August, 1985, Major Suresh Kumar Gadhok ,
while on a reconnaissance mission in forward areas in the
Northern border flew his helicopter in poor visibility and
inclement weather . During the flight, the helicopter came
under hostile fire grievously wounding the officer. Strapped
to his seat, and hit by a machine gun burst, Major Gadhok
laid down his life while carrying out an important assign
ment in guarding the frontier of his mother land .
Major Suresh Kumar Gadhok thus exhibited conspicuous
courage , defërmination and devotion to duty of a very high
order .
38. Captain Virander Singh Guleria ( IC -31042 ), Artil
lery .
1 (Effective date of the award : 30th August, 1985 )
On the 30th August . 1985, Captain Virender Singh
Guleria , while on a reconnaissance mission in forward areas
in the Northern border , flew his helicopter in poor visibility
and inclement weather. During the flight, the helicopter came
under hostile fire . The aircraft was severely damaged . Cap
tain Guleria was himself injured and his co - pilot was also
grievously injured . Despite the adverse circumstances , he
piloted the damaged aircraft to transport his grievously in
jured co -pilot for immediate medical attendance to the Base
Camp .
Captain Virender Singh Guleria thus displayed conspicuous
courage , professional skill and devotion to duty of a high
order. . . .

( Effective date of the award : 30th December , 1984 )
Due to heavy rains on the night of 30th / 31st December ,
1984, a land slide occured at kilometre 159. 9 on National
Highway ( Jammu- Srinagar ) . The traffic on the road came
to standstill and hundreds of vehicles got stranded on both
sides of the slide point. Operator Exacavating Machinery
Valapu Yogaiah was detailed with his dozer to clear slide .
With his exceptional courage and skill he cleared the road
slide against heavy odds of falling boulders under poor visi
bility . When Shri Valapu Yogaiah was on the site , another
fresh slide got activated and a few passenger buses got trap
ped . Shri Valapu Yogaiah displayed exceptional : courage
and again started clearing the slide with his dozer. At this
moment, a massive boulder came hurtling down the hill and
hit him on his head and took the dozer operator alongwith
the dozer down the valley . Shri Valapu Yogaiah died on
the spot .
Shri Valapu Yogaiah thus displayed exemplary courage
and extreme devotion to duty without caring for his personal
safety .

No . A -11019 / 2 / 86 - Ad . I. - The Government have decided
to constitute , with immediate effect , the Ocean & Technology
Board . The Board shall be responsible for :
(i ) Acting as a focal point for inter - departmental /
interministerial coordination in respect of ocean
related activities with the objective of establish
ing an integrated approach for coordinated and
efficient development and exploitation of ocean
resources ;
( ii ) Guiding the formulation of integrated program
mes for research and technological development
in the field of activities relating to the ocean ;
(iii ) Periodically reviewing, monitoring and evaluating
the implementation of various ocean related
policies and programmes dealt with by different
Ministries / Departments ; and
( iv ) Evolving appropriate future policy options and
long term policies for integrated and füller ex
ploitation of ocean resources. . .
2 . 2 . In carrying out the aforesaid responsibilities and func
tions the Board may
( a ) identify wrong or incorrect approaches in existing
policies , quantify their extent and suggest alter
native approaches ;
( h ) make recommendations to the concerned Minis
tries /Departments in respect of the policy direc
tions and actual programmes and projects of

4 - 7 - 1985 a Committee was constituted under the Chairman
ship of Mr. Justice Baharul Islam , M . P ., Rajya Sabha, to
recommend for the provision of social security measures to
the members of the legal profession , and to submit its Report
within a period of six months.
... 2 . And whereas the said period of six months will expire
on the 22nd February , 1986 .
3 . And whereas it has been conveyed to the Government
that the Committee would not be able to complete its deli
berations and submit the Report within the said period and
that the said period may be extended by four months.
Now , therefore, it has been resolved to extend the time for
submission of the Report hv the said Committee by four
months from the aforesaid date .
